Woglo's founder developed the network of community pages and small business cooperative and decided to operate them as a non-profit because she realized many smaller businesses are unable to afford to advertise effectively on the internet.

When she first started her own business she went through $2,000 in less than two weeks using Overture to bid on a keyword that gave her 2nd position in the search engines, directly under a much larger competitor. As she talked with other small business owners, many told her how expensive it has become to use internet services, like eBay, that once helped them to grow their businesses, but that are now becoming too costly to use.
